China’s pilot emissions trading systems
Summary
China is implementing seven regional pilot emissions trading systems (ETS) in Beijing, Chongqing, Shanghai, Tianjin, Guangdong, Hubei, and Shenzhen to test the framework for a national ETS after 2016. These pilots could regulate between 0.8 and 1 billion tonnes of CO2 and may incorporate price control mechanisms to ensure market stability. Additionally, the pilots are expected to allow the use of Chinese Certified Emissions Reductions (CCERs), a government-administered offset program based on the Clean Development Mechanism (CDM), with potential demand reaching 100 million offsets per year by 2015.
Key insights
- China is piloting seven regional emissions trading systems (ETS) as a precursor to a national ETS planned for implementation after 2016. These pilots, located in Beijing, Chongqing, Shanghai, Tianjin, Guangdong, Hubei, and Shenzhen, could collectively regulate between 0.8 and 1 billion tonnes of CO2.
- Shanghai and Shenzhen were scheduled to launch their ETS operations in June 2013. Because these cities have limited heavy industry, their systems include medium and small emitters from commercial sectors, such as hotels, airports, and financial service providers; Shanghai specifically includes its domestic aviation sector.
- The pilot systems are expected to utilize Chinese Certified Emissions Reductions (CCERs), a voluntary, government-administered offset program modeled after the Clean Development Mechanism (CDM). Annual demand for CCERs is projected to be as high as 100 million by 2015.
- To avoid the difficulties experienced by the EU-ETS, China has announced the possibility of policy interventions, including price control mechanisms to maintain stable market conditions.
