O Impacto do Crédito do Programa ABC para a Recuperação de Pastagens: Evidências para o Cerrado

An evaluation of the ABC Recuperação credit line in the Brazilian Cerrado reveals very low effectiveness in recovering degraded pastures, with most areas remaining unchanged and some having been deforested prior to receiving funds. While technical assistance significantly improved outcomes, the credit line contributed to only 2.5% of the 2020 recovery goal. The report recommends strengthening post-credit monitoring, improving pre-credit assessments to prevent funding recently deforested land, and integrating credit with technical assistance and risk management tools.

• The ABC Recuperação credit line has demonstrated very limited effectiveness in improving pasture quality or changing land use in the Cerrado. Approximately 75% of the analyzed areas remained unchanged four years after receiving credit, and the credit did not produce significant effects in severely degraded areas. On average, obtaining the credit reduced pasture area by 3 percentage points as land was converted to other economic uses.
• The study found evidence that some areas receiving credit were undergoing a transition from native vegetation to agricultural use before the credit was obtained, which contradicts the program's goal of preventing deforestation. However, this trend of conversion was interrupted after the resources were acquired.
• Technical assistance is a critical factor for success; borrowers who used credit to hire technical assistance saw a significant average reduction of 6 percentage points in degraded pasture area. In contrast, pasture vigor remained virtually unchanged for those who did not employ such services.
• The ABC Recuperação credit is estimated to have contributed to a maximum of 2.5% of the 15 million hectare recovery goal set for 2020. The document notes that Brazil's broader goals include recovering 30 million hectares of pasture by 2030 under its Nationally Determined Contribution (NDC) and the ABC+ Plan, while the National Program for the Conversion of Degraded Pastures (PNCPD) aims to recover and convert 40 million hectares with an estimated cost of US$ 120 billion.
