EXPANSÃO DA PRODUÇÃO AGRÍCOLA NO MATOPIBA: CONSEQUÊNCIAS PARA A ECONOMIA LOCAL

This executive summary describes a study by the Climate Policy Initiative (CPI) and PUC-Rio's Núcleo de Avaliação de Políticas Climáticas, under the INPUT project, regarding the economic impacts of agricultural expansion in the MATOPIBA region of Brazil. The research focuses on the growth of grain production, specifically soy and corn, and its effects on local municipalities within the Cerrado biome compared to those outside it.

• Agricultural expansion in the MATOPIBA region is heavily concentrated in municipalities within the Cerrado biome. Between 1995 and 2012, the planted area in these municipalities grew by 3.6 percentage points more than in other biomes in the region, and the value of agricultural production increased by 140% more. This growth was driven by the expansion of agricultural land and a shift in crop composition from rice to soy, which also led to a reduction in cattle ranching as pastures were replaced by crops.
• The increase in agricultural production improved the economic performance of Cerrado municipalities. Between 1999 and 2012, the agricultural GDP per capita rose by 37%, and the services sector GDP per capita increased by 10% due to higher local demand. Consequently, the overall GDP per capita in Cerrado municipalities grew 11% more than in municipalities outside the biome, although no similar effect was observed for industrial GDP.
• Agricultural expansion led to an approximate 10% increase in access to electricity and durable consumer goods, such as refrigerators and televisions, in Cerrado municipalities. However, the study found no impact on the proportion of families with cars or access to water and sewage systems.
• The expansion of agriculture did not result in any notable changes to the size of the local population, migration patterns within the MATOPIBA region, or investments in human capital, such as the construction of schools.
