Response to COVID-19: Energy Conservation and Efficiency Survey
Summary
This report presents the results of a survey conducted by the Climate Policy Initiative (CPI) in collaboration with the Indonesian Energy Conservation and Efficiency Society (MASKEEI) to assess the impact of the COVID-19 pandemic on facility owners and energy efficiency service companies (ESCOs) in Indonesia.
Key insights
- The COVID-19 pandemic negatively impacted the energy efficiency business ecosystem in Indonesia, as declining incomes for facility managers led to the postponement of energy efficiency projects. While most projects already in progress continued, a majority of those in the planning stages were delayed.
- Facility managers reported that sales turnover was the most severely affected business aspect, dropping by more than 50%. While energy costs generally declined, other operating costs rose due to crisis mitigation, including PPE, health supplements, and disinfectant spraying.
- Energy consumption decreased significantly across various sectors managed by business managers. Office buildings saw a 10% to 30% drop due to work-from-home policies, while the hospitality sector experienced a 20% to 50% decrease because of hotel closures.
- Project implementation for energy efficiency service providers was primarily hindered by disrupted physical work and uncertainty regarding pandemic crisis governance. Other barriers included unpredictable material prices and delayed supply chains.
- Respondents maintain a conservative outlook for 2021 and 2022 due to economic uncertainty, although over 50% of facility managers and 67% of business managers feel optimistic about a post-2020 recovery. Digitalization and automation are viewed as primary business strategies for the 'new norms' era.
- There is a strong demand for government intervention to sustain energy efficiency. Facility managers prioritize bank loan interest reductions and income tax deductions, while business managers emphasize the need for attractive incentives, disincentives, and a national roadmap for energy efficiency targets.
- Business managers anticipate that state-owned commercial buildings and facilities will be the primary drivers of energy efficiency projects in the future. Conversely, they see lower potential in sectors such as retail, telecommunications, and textiles.
