- The analyzed studies fail to incorporate all ten most relevant socio-environmental components identified by international guidelines. Specifically, 'riverine communities' (comunidades ribeirinhas) were not included in any of the reviewed studies.
- Compliance with Terms of Reference (TRs) is inconsistent. While some road EVTEAs complied with their TRs, railway EVTEAs and all analyzed EIAs failed to fully meet the requirements of their respective TRs.
- Transparency in the sector is low. Out of 14 analyzed project sections, only one project (Ferrogrão) provided complete information across all environmental studies and their corresponding Terms of Reference.
