O DESAFIO DA ADOÇÃO DE PRÁTICAS SUSTENTÁVEIS POR PRODUTORES RURAIS

This policy brief by the Climate Policy Initiative (CPI/PUC-Rio) evaluates the impact of the ABC Cerrado project on the adoption of sustainable pasture management in Brazil. The study finds that while training alone is effective for large-scale producers, small-scale producers require the addition of technical assistance to successfully implement sustainable practices. However, combining training with technical assistance—consisting of monthly visits over 20 months—significantly increases the restoration of pastures by nearly 10 percentage points and the probability of adopting rotation by 14.4%.
• Technical assistance provides little additional benefit to large-scale producers who have already received training, as they possess the capacity to implement techniques independently.
• The disparity in adoption rates is linked to financial constraints, education, and equipment access. Large producers are more likely to have machinery (79% vs 60% for small producers), intend to use rural credit (68% vs 54%), and have higher education levels (31% with university degrees vs 18%).
• To maximize cost-effectiveness, the document recommends a tiered policy: providing training to all producers (costing R$ 1,100 per person) and focalizing technical assistance (costing R$ 5,700 per person) specifically for smallholders.
• The broader Plano ABC+ (2021-2030) aims to recover 30 million hectares of degraded pastures, which could reduce emissions by 113.7 million tonnes of CO2 equivalent.
