Assessing the Investment Signals of NDCs 3.0 Methodology

This document details the methodology used by the Climate Policy Initiative (CPI) to evaluate the 'investability' of the finance components within the third round of Nationally Determined Contributions (NDCs 3.0). The framework uses seven indicators to assess how effectively non-Annex I countries communicate climate finance needs and strategies to attract private and international capital.

• As of May 31, 2025, 22 parties had submitted updated NDCs, but only 15 of those had quantified their climate finance needs.
• The assessment framework employs seven key indicators to measure the quality of investment signals: needs scope, needs granularity, timeframe, conditionality, implementation readiness, private sector mobilization strategy, and alignment with national and sectoral plans.
• The methodology uses a graduated scoring system for each indicator, ranging from 'absent' (minimal or no information) to 'strong' (comprehensive, detailed information).
• The scope of the assessment is limited to non-Annex I countries, specifically focusing on 18 parties that submitted updated NDCs by May 31, 2025, comparing their most recent submissions to previous ones.
• The framework explicitly excludes the evaluation of the ambition or strength of a country's mitigation and adaptation targets, focusing solely on the articulation of finance needs and strategies.
• Several methodology limitations are noted, including the manual and qualitative nature of data extraction, the exclusion of external national planning documents, and the fact that the framework generalizes investor preferences.
