For single-family houses (EFH), energy-related additional costs for KfW 100 are generally between 135 and 145 EUR/m2, though one study cited 205 EUR/m2, and one study for KfW 55 estimated costs at approximately 150 EUR/m2.
• Comprehensive energy renovations are economically viable for single-family houses across all cost estimates. For multi-family houses, they are viable in five out of seven analyzed cost estimates, provided the building owner can fully claim the energy savings. When including state support from the KfW Banking Group—which covers 31% of additional costs for KfW 100 and 50% for KfW 55—renovations become economically viable for all cost estimates for multi-family houses.
• Energy-related additional costs represent a median of 37.5% of the total renovation costs. The report suggests that energy renovations are most cost-effective when combined with general modernization or maintenance work, as only the additional energy costs need to be considered rather than the total costs.
• To achieve a 2% renovation rate using current subsidy levels, annual funding of 2-4 billion EUR would be required for KfW 100 renovations, and 4-8 billion EUR per year for KfW 55 renovations.
• Approximately 70% of housing units were built before the first thermal insulation ordinance of 1977 and are the primary targets for renovation. If these buildings are renovated to a KfW 70 standard until 2014 and a KfW 55 standard from 2015 onwards, total savings of 110 TWh and 7.5 billion EUR could be achieved by the end of 2020.
