Prioridades Que Não Priorizam: Descompasso entre Objetivos e Aplicação de Recursos dos Fundos Constitucionais levam à Concentração do Crédito no Setor Rural

This report by the Climate Policy Initiative (CPI/PUC-Rio) analyzes the Constitutional Financing Funds (FCFs) in Brazil's North, Northeast, and Center-West regions. It finds a significant disconnect between the funds' social objectives—reducing income disparities and supporting small producers—and the actual allocation of resources, which has become concentrated among larger producers and specific municipalities due to overly broad eligibility criteria.

• The eligibility criteria for 'priority' beneficiaries and locations are so broad that they fail to create actual prioritization. Approximately 99.96% of agricultural establishments in the FCF regions qualify as priority beneficiaries because the threshold for 'small-medium' size is set at an annual gross income of up to R$ 16 million. Spatially, priority municipalities cover 97% of the FNE, 90% of the FNO, and 51% of the FCO regions.
• Priority definitions have expanded over time, allowing larger producers more access to subsidized credit. For example, until 2010, priority was given to small producers with an annual gross income of up to R$ 300,000; however, a 2011 revision created a 'small-medium' class that extended priority status to those earning up to R$ 16 million.
• Broad eligibility has led to a concentration of resources among high-value contracts and specific municipalities. Between the 2013/14 and 2020/21 agricultural years, the top 5% of municipalities receiving FCF rural credit concentrated an average of 41% of FNE resources, 36% of FNO resources, and 24% of FCO resources, proportions that exceed their share of total agricultural production.
• Despite the concentration of funds, FCFs remain a critical credit source for the least developed municipalities, particularly in the North and Northeast. Between 2013/14 and 2020/21, FCFs were the primary source of rural credit for 78% of FNE municipalities and 59% of FNO municipalities, compared to only 9% in the Center-West (FCO), where producers have better access to alternative financing.
• FCFs play a disproportionately large role in financing agricultural investment compared to total rural credit. On average, FCFs represent 52% of investment credit in the Northeast (FNE) and 39% in the North (FNO), while in the Center-West (FCO), they account for 36% of investment credit despite representing only 11% of total rural credit in that region.
• There is a strong correlation between high dependence on FCFs and low socioeconomic development. Municipalities where FCFs account for more than 75% of total rural credit exhibit lower Municipal Human Development Index (IDHM) scores, higher illiteracy rates, and lower average monthly nominal income.
