Public Consultation Feedback - Framework Document

This document records the public consultation feedback and the subsequent responses/actions taken by the Climate Policy Initiative regarding the FAST-Infra Sustainable Infrastructure (SI) Label Framework. It details how stakeholder suggestions on governance, reporting frequency, environmental and social criteria, and the role of the Secretariat have been integrated into the revised framework to ensure the label is credible, ambitious, and applicable to both developed and emerging markets.

• The SI Label requires assets to meet all baseline requirements and demonstrate at least one 'significant positive contribution' to qualify, though the framework encourages adherence to more than one criterion to signal enhanced performance.
• Reporting and re-evaluation frequencies have been adjusted based on the asset's lifecycle: pre-operational assets may not require annual reporting if no material changes occur, while operational assets are reviewed within 3 years of operational performance.
• While external review is 'highly encouraged' and considered market best practice, the framework allows for self-declaration, drawing on justifications similar to the Green Bond Principles.
• The framework has been updated to include specific references to the Paris Agreement and the International Finance Corporation (IFC) Performance Standards, including the IFC Guidance Notes on Key Biodiversity Areas (KBAs) and Free, Prior and Informed Consent (FPIC).
• To prevent 'greenwashing' and increase transparency, the framework introduces a Data Reporting Platform where SI Label reporting and disclosure will be managed.
• The 'Environmental Dimension' now explicitly requires projects operating in or around critical habitats to adhere to the International Union for Conservation of Nature (IUCN) Key Biodiversity Area Business Guidelines.
• The framework incorporates 'Minimum Safeguards & Risk Management' requirements, including the necessity of an Environmental and Social Impact Assessment (ESIA) or an equivalent assessment if the project stage precludes a full ESIA.
• Social and governance criteria have been expanded to include protections against gender-based violence and harassment (GBVH), modern slavery, and child labour, with references to ILO Core Conventions.
• The role of the Secretariat will include capacity-building for finance regulators and the financial community, particularly to explore if the label can influence investment capital weighting requirements in low-income countries.
• The framework's asset list is indicative and non-exhaustive, allowing for the inclusion of facilities using green technologies and nature-based solutions, provided a sufficient rationale is offered.
