OS IMPACTOS DO CRÉDITO RURAL NA AGROPECUÁRIA E NO USO DA TERRA

This report by the Climate Policy Initiative analyzes the impacts of rural credit on agricultural production and land use across Brazilian biomes between 2002 and 2018. It finds that increased credit availability generally boosts productivity and can reduce deforestation pressures, particularly in the Amazon and Cerrado, by shifting land use from pasture to crops.

• In the Amazon biome, increased rural credit leads to an expansion of agricultural areas and a reduction in pasture areas, which results in a net decrease in total land used for agribusiness and a reduction in deforestation. While agricultural production increases, agricultural productivity declines, possibly due to expansion into lower-quality lands. Conversely, livestock productivity increases as the number of cattle grows despite smaller pasture areas.
• In the Cerrado biome, rural credit similarly promotes the expansion of crop areas over pasture areas, reducing the pressure to deforest native vegetation. Agricultural production increases, but agricultural productivity remains stable, suggesting the region already employs highly developed production techniques. Livestock productivity shows a significant increase in response to more credit.
• In the Mata Atlântica, rural credit increases lead to a reduction in agricultural crop areas and an increase in planted forests. While there are no significant effects on agricultural production, there are increases in livestock production and productivity gains in both agriculture and livestock.
• In the Pampas, rural credit drives the expansion of crop areas, increasing both production and productivity in agriculture, while having no significant impact on livestock.
• In the Caatinga, increased credit is associated with a reduction in pasture areas and productivity gains in both agriculture and livestock, suggesting that producers in this biome face significant credit constraints that hinder modernization.
• When analyzed by product type, rural credit has a substantially larger impact on grains than on other crops. Between 2002 and 2018, a 1% increase in municipal credit supply led to a 0.28% increase in the value of grain production and a 0.38% increase in land productivity for grains. Other crops saw reduced productivity, potentially due to competition for resources and labor with the grain sector.
