A fragmentação de regras do crédito rural brasileiro
Summary
This policy brief by the Climate Policy Initiative (CPI) and the Núcleo de Avaliação de Políticas Climáticas da PUC-Rio (NAPC) analyzes the complexity and fragmentation of the Brazilian rural credit system. It argues that the current policy design, based on a structure from the 1960s, creates significant obstacles to credit access and financing conditions due to a multiplicity of rules tied to geographic location, property size, and agricultural revenue.
Key insights
- The Brazilian rural credit system is characterized by extreme complexity, consisting of 20 different resource sources and 13 programs in the 2016/2017 agricultural year, with numerous subprograms. For example, the Pronaf program alone had 16 subprograms with interest rates ranging from 0.5% to 5.5%, making it difficult for both producers and financial institutions to identify the most appropriate resources for loans.
- Credit availability is often driven by the geographic location of bank branches and cooperatives rather than the agricultural potential of a region. In the 2016/2017 year, the South, Southeast, and Center-West regions—which produced 83% of the gross agricultural value—received the bulk of non-geographically restricted resources like Rural Savings and Mandatory Resources, while the North and Northeast relied heavily on Constitutional Funds.
- Constitutional Funds create geographic discontinuities in credit access. Producers in municipalities assisted by these funds have more options than neighbors just outside the designated areas. Furthermore, within these regions, financing limits vary based on classifications of income, spatial priorities, and border regions. For instance, micro and small producers in 'Spatial Priorities' in the Northeast have a credit limit for funding and commercialization that is 35% higher than those of the same size in other municipalities of the same region.
- The use of 'fiscal modules' (módulos fiscais) to determine eligibility for programs like Pronaf and ABC is based on obsolete data from the 1980s. Because these modules vary by municipality and have not been updated to reflect technological advances in productivity (such as in the Cerrado biome), producers with identical land sizes in neighboring municipalities can be classified differently—one as a family producer and another as a medium or large property owner.
- Agricultural revenue thresholds for credit eligibility are frequently adjusted, which the authors suggest can be used as a political tool to favor specific groups. For the Pronamp program, the maximum revenue limit for medium-sized producers rose from R$ 500,000.00 in 2010/2011 to R$ 1.76 million in 2016/2017. Similarly, changes in Constitutional Fund classifications between 2010 and 2011 significantly expanded the revenue brackets for 'small-medium' and 'medium' properties, allowing many previously 'large' producers to access more favorable financing terms.
