Connecting Capital within African Agrifood Systems

This report by the Climate Policy Initiative (CPI) analyzes the structural misalignment between investment supply (climate finance vehicles) and investment demand (agribusinesses) within African agrifood systems. Drawing on a portfolio of 17 finance vehicles and 23 enterprises, the report identifies how gaps in mandate design, enterprise readiness, and a bias toward cash crops over food crops hinder capital mobilization. It provides six actionable recommendations for donors and technical assistance (TA) providers to improve the conversion of climate-positive agribusinesses into investable pipelines.

• A systemic misalignment exists between investor mandates and the operational realities of African agribusinesses, particularly regarding ticket size, instrument type, time horizons, and risk appetite. While enterprise-level technical assistance (TA) improves governance and reporting, it cannot independently alter the risk-return profile that governs capital flow; this requires complementary vehicle-level TA.
• Effective climate finance vehicle design requires granular demand-side intelligence to avoid narrow deal flow. When mandates are based solely on investor preferences or donor priorities rather than actual investable opportunities—such as the specific absorption capacity and financing needs of enterprises—origination periods lengthen.
• Geographic and thematic proximity between investors and enterprises is insufficient to trigger investment. Successful transactions require active intermediation to align timing, mandate fit (ticket size, instrument, and impact criteria), and enterprise readiness.
• Enterprise preparation is most effective when calibrated to the specific screening criteria and risk parameters of targeted investors. Generic TA often focuses on development objectives (e.g., sustainable agronomic practices) that do not align with the unit economics, operational efficiency, and revenue trajectories that investors prioritize during due diligence.
• There is a significant gap in financing for food crop economies compared to cash crops. Commercial vehicles favor export-oriented cash crops (such as coffee and cacao) due to hard-currency revenues and established markets. In contrast, food crops (such as maize, rice, and sorghum) are critical for food security but operate on thinner margins and in local currencies, making them less attractive to commercial investors without concessional or blended finance structures.
• Investment activity is heavily concentrated in a few established markets, specifically Kenya, Nigeria, and Uganda, which account for nearly half of CPI's engagements. This concentration reflects existing financial infrastructure rather than the areas of greatest climate need; the ten most vulnerable countries in Africa received only 11% of climate finance flows in 2024.
