Climate Finance Roadmaps

The Climate Policy Initiative (CPI) has introduced a methodology framework for creating Climate Finance Roadmaps. These roadmaps are designed to identify the specific financial actors, instruments, and policy measures needed to close climate investment gaps across various sectors and geographies, addressing a global annual investment gap estimated at USD 6.1 trillion by 2030.

• To maintain global temperature rises within 1.5°C by the end of the century and prevent severe climate and economic losses, annual climate investments need to increase fivefold to address an estimated global investment gap of USD 6.1 trillion per year by 2030.
• CPI identifies a deficiency in research regarding the specific actors and actions necessary to bridge finance gaps in different geographies and sectors, which hinders coordinated efforts to scale climate investments and optimize the use of international, domestic, public, and private resources.
• The proposed Climate Finance Roadmaps methodology aims to identify the most appropriate investors based on capital availability and risk profiles, the most effective financial instruments relative to market and technology maturity, and the regulatory or policy measures required to remove investment barriers.
• The methodology framework is intended as a non-prescriptive tool for experts and stakeholders. CPI intends to test and validate the approach through pilot geographies and sectors and invites other policymakers and capital allocators to adopt the framework.
