Climate Finance Roadmaps

The Climate Policy Initiative (CPI) has introduced a methodology framework for developing Climate Finance Roadmaps to address a global climate investment gap estimated at USD 6.1 trillion per year by 2030. The framework is designed to identify suitable investors, necessary financial instruments, and regulatory measures to mobilize climate finance at scale. CPI intends to test this approach in pilot geographies and sectors and invites external stakeholders to adopt the framework or provide feedback to refine the living methodology.

• To maintain global temperature rises within 1.5°C by the end of the century and prevent severe economic losses and climate impacts, annual climate investments need to increase fivefold, as the global climate investment gap is estimated to reach USD 6.1 trillion per year by 2030.
• Current research lacks sufficient detail on the specific actors and actions necessary to close finance gaps across various sectors and geographies, which hinders coordinated efforts to scale climate investments and optimize the use of international, domestic, public, and private resources.
• The proposed Climate Finance Roadmaps methodology is designed to identify the most appropriate investors based on market preferences and risk profiles, the financial instruments required according to technology and market maturity, and the policy and regulatory measures needed to remove investment barriers.
• The framework is intended as a non-prescriptive tool for experts and stakeholders; CPI plans to validate and improve the approach by testing it in specific pilot sectors and geographies.
