Governance Area of Influence and Environmental Risks of Transport Infrastructure Investments: Case Studies in the State of Pará

This case study by the Climate Policy Initiative (CPI/PUC-Rio) maps four federal transport infrastructure projects in Pará, Brazil (EF-170 Ferrogrão, BR-155/158, BR-163/230/MT/PA, and BR-230) to analyze their environmental risks and governance. The study employs an innovative market access approach to quantify deforestation potential more accurately than distance-based methods and provides a framework for the state government to engage with the federal government and the Federal Court of Accounts (TCU) based on the specific life cycle stage of each project.

• The Climate Policy Initiative/Pontifícia Universidade Católica do Rio de Janeiro (CPI/PUC-Rio) conducted a detailed mapping of four federal land infrastructure projects in the state of Pará to help the state government understand project cycles, potential impacts, and opportunities for dialogue with the federal government. The projects include EF-170 Ferrogrão and BR-155/158, which have not yet started, and BR-163/230/MT/PA and BR-230, which are currently being executed.
• CPI/PUC-Rio utilized an adapted market access approach to quantify the effects of roads, railways, or waterways on deforestation. This method uses geoprocessing tools and agricultural freight information from 1990-2010 to determine bilateral transport costs between Brazilian municipalities and the nearest ports, providing a more precise way to define areas of influence and environmental risks than traditional distance-based criteria.
• The study identifies varying opportunities for the state of Pará to engage with the Brazilian Federal Government based on the project stage: for the early-stage BR-155/158, the state can monitor the project and the Technical, Economic, and Environmental Feasibility Study (EVTEA); for the suspended Ferrogrão project, immediate dialogue with the Federal Government and the Federal Court of Accounts (TCU) is recommended; for BR-163/230/MT/PA and BR-230, which are in implementation or execution, formal project discussion is limited, but political articulation remains possible due to ongoing impacts.
