• There is sufficient capital available to meet the German federal government's expansion targets for renewable energy, provided that an appropriate political framework is in place. However, achieving these goals cost-effectively depends on maintaining the correct mix of different investors.
• To ensure the cost-efficient achievement of expansion targets, flexibility within the energy system must be improved to prevent unpredictable risks for investors in renewable energy.
• The most critical regulatory areas for meeting medium-term expansion targets include the design of auctions, the involvement of end consumers, the structure of funding mechanisms, and the establishment of long-term expansion goals. In the medium to long term, the curtailment of renewable energy plants and the design of energy markets will become increasingly important.
