Financing Adaptation in India

This report by the Climate Policy Initiative examines India's climate adaptation financing, highlighting the significant funding gaps at the subnational level and proposing strategic interventions to mobilize public and private finance.

• India lacks a standardized framework for assessing climate risk and a systematic method to determine how development programs address vulnerability. While national and state-level policies and schemes exist, their focus and progress vary across different states.
• Subnational governments bear the primary responsibility for adaptation, but face severe financial constraints due to economic slowdowns, the COVID-19 pandemic, and fiscal borrowing limits. For six specific states, the collective annual investment needs from 2021 to 2030 are estimated at INR 444.7 billion (USD 5.5 billion).
• To bridge the adaptation funding gap, the Climate Policy Initiative recommends including adaptation in Finance Commission deliberations, creating climate-incentivized borrowing ceilings for vulnerable states, improving green finance data infrastructure, and using blended financing and public-private partnerships to attract private investment.
