Public Development Banks' Climate Commitments 2024

The report tracks 170 public development banks (PDBs) holding USD 21.8 trillion in assets, finding that climate ambition is plateauing. Despite the need for a six-fold increase in global climate finance flows by 2030, fewer than half of the tracked institutions have pledged full alignment with the Paris Agreement, and the rate of new commitments is declining.

• Less than half of the 170 tracked public development banks—specifically 70 institutions—have committed to fully aligning their operations with the Paris Agreement.
• Between 2016 and 2022, a polarization of climate ambition occurred where institutions either adopted comprehensive commitments or very limited ones, with few moving between these two states.
• To meet average global climate finance needs by 2030, global climate finance flows must increase six-fold compared to the levels tracked in 2022.
