The Landscape of Project Preparation 2024

This document introduces an analysis by the CCFLA to map the global landscape of project preparation facilities (PPFs) as of 2024, aiming to identify gaps and increase collaboration to help cities develop bankable, climate-resilient infrastructure projects.

• Project preparation facilities (PPFs) act as a "missing link" for cities, providing support from the concept, design, or scoping stages until financial close to ensure projects are investment-ready and meet investor priorities. They facilitate collaboration between local authorities, project developers, financiers, and city networks while building the technical and financial capacity of local partners.
• The urban climate infrastructure PPF landscape is hindered by fragmentation and a lack of information-sharing and partnerships. This results in slow, resource-intensive collaboration that prevents projects from progressing through the full preparation value chain and creates barriers for cities attempting to access support.
• The 2024 analysis by CCFLA aims to update a 2021 gap analysis by mapping the number of global PPFs, comparing data to capture evolution, and identifying data gaps. The research focuses on the quantity of PPFs rather than their capacity (such as funding volume) and does not evaluate the alignment of support offerings with actual city needs.
• The research methodology involved desk-based reviews of websites, reports, and databases in English to analyze PPFs across six dimensions: geographic coverage (countries, regions, and income levels), project sectors and preparation stages, types of assistance (grants, finance, and Technical assistance), project eligibility thresholds, the organizations implementing the PPFs, and the frequency of application calls.
