Just Transition Work Programme Background

Negotiations on the Just Transition Work Programme (JTWP) failed to reach a final decision text at SB62 due to disagreements over unilateral trade measures, the responsibility for implementing temperature goals, and the specific temperature targets of the Paris Agreement. An informal note was submitted instead, with work continuing at SB63 in November. Parties agreed that the final text must include reports from ongoing social dialogues, using placeholders in the interim. The LMDC and Arab Group advocate for referencing harm from unilateral trade measures and a broader range of Paris Agreement temperature goals, while the European Union opposes these references and emphasizes the 1.5 °C goal.

• Parties failed to agree on a final decision text for the Just Transition Work Programme (JTWP) at SB62, resulting in the submission of an informal note and the deferral of work to SB63 in November.
• Significant disagreements exist between party blocs regarding the JTWP text: the LMDC and Arab Group want to reference the harm caused by unilateral trade measures and include the full range of Paris Agreement temperature goals, whereas the European Union opposes the trade reference and insists the JTWP focus on the 1.5 °C goal.
• The path toward COP30 involves a Fourth Dialogue on "Adaptation" between SB62 and SB63, with the goal of finalizing a draft decision at SB63 for adoption at COP30.
