The 2023 Healthy NDC Scorecard finds that while 90% of analyzed NDCs mention health and climate linkages, there is a significant gap between health recognition and actual climate ambition. Low- and middle-income countries generally score higher on health integration than high-income nations, though the report notes that these health benefits remain theoretical without increased finance from high-income countries.

• A high percentage of analyzed NDCs acknowledge the link between health and climate, but the highest scores are concentrated in low- and middle-income countries. 90% of NDCs refer to these linkages, with Burundi scoring the highest (17 points) and Côte d’Ivoire scoring 15 points. Conversely, high-income nations including Australia, Japan, and New Zealand scored zero for the inclusion of health.
• Regional analysis shows that Parties from the United Nations Latin America and Caribbean Region achieved the highest average health scores (10.2 points), followed by Africa (9.4 points), Asia-Pacific (6.3 points), Eastern Europe (2.3 points), and the Western Europe and Others Group (1.2 points).
