A statement by the Global Climate and Health Alliance calling for the integration of health metrics into climate action and the cessation of fossil fuel financing to protect public health, issued ahead of COP27.

Despite warnings from the IPCC since 1990, the integration of health issues into UNFCCC policy and monitoring has been insufficient.
• The health community demands that governments commit to a deadline for the complete and just phase-out of fossil fuels, citing the 2022 Lancet Countdown report which states that fossil fuels are entirely incompatible with a healthy future. A full phase-out is required to achieve health benefits from cleaner air and protection from the harms of fossil fuel extraction, transport, processing, and use.
• The document calls for wealthy nations to immediately meet the long-overdue $100 billion global climate finance goal to support low-income countries. It specifies that half of this funding should be allocated to climate adaptation, with increased investment in health systems and programs, including covering the funding deficit from 2020-2021.
• The health sector contributes 4-5% of global emissions and is frequently one of the three priority sectors for adaptation in Nationally Determined Contributions (NDCs). The Alliance advocates for integrating health metrics into the Global Adaptation Goal and the Global Stocktake to measure progress on the Paris Agreement.
• The Alliance urges the establishment of a clear process to provide financing to low-income countries for losses and damages caused by climate change, specifically including damages to individuals' health and health systems.
