This guide details the methodology used by the Climate Bonds Initiative (CBI) to screen and categorize self-labeled debt instruments for inclusion in the CBI Green Bond Database. The process ensures that included bonds align with the Climate Bonds Taxonomy and industry standards to support the goals of the Paris Agreement.

• To be included in the CBI Green Bond Database, a debt instrument must meet three primary prerequisites: it must be a debt tool (excluding short-term debt like commercial paper), it must be self-labeled by the issuer, and it must have sufficient public disclosure to prove the assets are green and provide basic bond information.
• The methodology explicitly excludes fossil fuel power generation and any processes, products, or assets that lock in fossil fuel use or extend their lifespan. It also excludes assets that do not meet specific thresholds, such as building upgrades with less than 30% energy efficiency improvement.
• CBI recognizes and encourages research and development (R&D). Late-stage R&D with quantifiable climate benefits in the short-to-medium term is generally eligible. Early-stage R&D is eligible if it is accompanied by a clear strategy and goals linked to climate targets, such as emission reductions.
• For shipping vessels with a gross tonnage over 5,000, eligibility is determined by specific decarbonization trajectories for the Annual Efficiency Ratio (AER) and Energy Efficiency Operational Indicator (EEOI) from 2020 to 2050.
