Green Bond Fact Sheet

This fact sheet describes a green municipal bond issued by the Jiangxi Province of China on June 18, 2019, which is the first of its kind by a local government in China.

• The Jiangxi Province issued a green municipal bond on June 18, 2019, with a total amount of CNY 300 million (approximately USD 42 million) and a maturity date of June 18, 2049, representing a 30-year tenor.
• This issuance is the first green bond issued by a local government in China.
• The CNY 300 million in proceeds are allocated to two utility tunnel projects. These tunnels house utility lines including electricity, water supply, sewer pipes, and telecommunications. One tunnel specifically includes systems for smart city management, such as fire control and water supply, while the other accommodates gas pipes, electricity, telecommunications, drinking water, and recycled water.
• The Climate Bonds Initiative (CBI) considers utility tunnels as eligible urban infrastructure because they allow for easier repair and renewal with limited surface excavation, reducing impacts on soil use, landscape, vegetation, and air. While the inclusion of gas pipelines is not ideal, CBI accepted the bond due to the infrastructure benefits and the potential for gas pipelines to be used for hydrogen and biofuels in the future.
• Jiangxi is designated as a green finance pilot zone in China, alongside Guangdong, Guiyang, Zhejiang, and Xinjiang.
