Green buildings must be in the top 15% of efficiency per local codes or hold LEED Gold, BREEAM very good, or DGBN/ÖGNI Gold certifications. Refurbished buildings require a 30% increase in energy efficiency or a two-step energy label improvement, while energy efficiency improvements for fossil fuel technologies are forbidden.
