Una guía para la sociedad civil NDC 2025 BASADAS EN LOS DERECHOS HUMANO

This guide, published by the Center for International Environmental Law, provides civil society organizations with tools and advice to ensure that the 2025 Nationally Determined Contributions (NDCs) are ambitious and based on human rights.

• Nationally Determined Contributions (NDCs) are national plans that parties to the Paris Agreement must prepare and communicate every five years to show their contributions to global climate goals, reflecting maximum ambition and equity. The next round of NDCs must be submitted by all Paris Agreement parties sufficiently in advance of COP30.
• Integrating human rights into climate action is both a legal obligation for Paris Agreement parties and a matter of efficacy, as the Intergovernmental Panel on Climate Change (IPCC) has confirmed that human rights-based policies are the most effective form of climate action.
• The guide encourages civil society to take four specific actions: contacting governments to request firm, human rights-based NDCs; exercising the right to participate in the drafting process; reviewing national NDCs for ambition and human rights compliance; and demanding government accountability through monitoring and legal or public advocacy.
• To align with international climate objectives and human rights obligations, the document suggests NDCs should include standards regarding fossil fuel phase-out, participatory planning, gender justice, Indigenous Peoples' rights, land tenure, just transition, and finance and implementation.
