LES DROITS HUMAINS DANS LES CDN 2025 : À QUOI FAUT-IL FAIRE ATTENTION?

• To align with international climate goals and human rights, NDCs must include specific mitigation and fossil fuel strategies, including a global emission reduction target aligned with the 1.5°C limit, the inclusion of consumption-based emissions, and a plan for the urgent and equitable phase-out of fossil fuel production and use. The document explicitly advises against the use of carbon offsets and 'false technological solutions' such as carbon capture and storage (CCS) or carbon dioxide removal (CDR).
• Human rights-aligned NDCs require inclusive and participatory planning processes. This includes specific measures for the consultation of indigenous peoples, traditional knowledge holders, and vulnerable groups such as women, youth, children, persons with disabilities, peasants, migrants, and people in poverty.
• The document outlines essential requirements for a 'just transition,' which include respecting fundamental labor rights, creating decent quality jobs, strengthening social protection for all, and ensuring that climate transitions do not lead to human rights violations related to mining or other activities, whether domestically or abroad.
• Effective implementation of NDCs requires accountability mechanisms, including the use of policies and laws to regulate the private sector, a participatory monitoring plan with data disaggregated by gender, age, and disability, and international climate financing that is debt-free and follows the 'fair share' principle.
