Review of IFC Remedial Framework

A coalition of civil society organizations urges the World Bank Group Executive Directors to reject any IFC remedial framework that fails to commit to financial contributions for remedy, obligations for clients to remediate harm, and protections against exiting projects with ongoing CAO cases without community consent.

• The signatories identify six minimum features for an effective remedial framework: an obligation for IFC/MIGA and clients to remediate environmental and social harm; financial contributions from IFC/MIGA when it has contributed to harm; a clear approach to funding availability at both institutional and client levels; a commitment to remediation as part of responsible exit and a ban on exiting projects with ongoing CAO cases without complainant consent; a commitment to remediate harm already identified via the CAO process; and a description of how contractual leverage will be used to ensure clients prevent and remediate harm.
