“Mejora Continua” de Prácticas Ilegales en el Sector Forestal del Perú

The report finds that a significant portion of Peruvian timber exports are high-risk or illegal, despite being accompanied by official Transport Guides (GTF). Analysis of 2015 export data reveals that exporters strategically direct 'green-listed' (low-risk) timber to strictly regulated markets like the US and EU, while sending 'red-listed' (high-risk) timber to markets with weaker regulations, such as China and Mexico. The study highlights a shift toward using Native Community permits and Local Forests to launder illegal wood, noting that 66% of analyzed GTFs were either not supervised or lacked critical traceability data like the harvest year (zafra).

• A high percentage of timber exports to countries with weak legality regulations are classified as high-risk. Specifically, 75% of supervised timber exported to Mexico, 71% to China, 67% to Australia, 32% to the Dominican Republic, 28% to the USA, and 9% to France are on the 'red list' of the SIGOSFC.
• Six exporting companies account for more than 50% of the Transport Guides (GTF) used for global exports. The top six are Maderera Bozovich SAC, Inversiones La Oroza SAC, Peruvian Flooring SAC, Inversiones Técnicas Maderables SAC, Consorcio Maderero SAC, and Maderera Rio Acre SAC.
