• The parties should establish an international mechanism to provide compensation for those most vulnerable to unavoidable loss and damage, recognizing their "obligations to compensate those who are impacted by climate change."
• Climate finance mechanisms, specifically the Green Climate Fund, must implement "strong safeguard policies and a transparent means of redress" to prevent social and environmental harm.
