This document is an executive summary and a corresponding minute extract from a May 13, 2011, submission to Eskom's Board Sustainability, Social, Ethics and Safety Committee. • Eskom has established an Emissions Recovery Team, led by the Generation Divisional Executive, to address poor emissions performance across its coal-fired fleet, focusing on immediate improvements and long-term sustainability.
• To reduce particulate emissions, Eskom has drafted a business case for Fabric Filter Plant retrofits. These retrofits are expected to peak in 2020, potentially increasing the planned capability loss factor (PCLF) by up to 1.35% and costing more than R2 billion annually.
• Eskom informed Environmental Authorities in October 2011 of its intent to apply for a postponement of compliance timeframes for Minimum Emission Standards and is investigating the feasibility of emission offset projects via a consultant.
• Ambient air quality monitoring at 11 sites for the 2011 financial year showed that sulphur dioxide and nitrogen dioxide levels generally remained within permissible limits. However, fine particulate matter (PM10) levels were increasing and exceeded limits at two sites, with daily standards contravened at the Camden, Kendal 2, and Komati 2 monitoring stations.
• Eskom attributes high fine particulate matter (PM10) levels primarily to domestic fuel combustion and mining activities, stating that ash emissions from its own power stations make only a minor contribution to total PM10 levels on the Highveld.
