This briefing, a letter from Eskom to the South African Department of Environmental Affairs dated 17 July 2014, provides additional information regarding Eskom's application to postpone compliance with Minimum Emission Standards (MES) for the Medupi Power Station.

• Medupi Power Station's current stack emission limits for normal operating conditions are 500 mg/Nm³ for SO2, 750 mg/Nm³ for NOx, and 50 mg/Nm³ for PM. Eskom intends to apply for a variation of the provisional Atmospheric Emission Licence to allow for more lenient SO2 limits until a flue gas desulphurisation (FGD) retrofit is completed, as the current 500 mg/Nm³ limit is only achievable after that retrofit.
• Eskom projects that Medupi will comply with new and old plant PM and NOx emission limits upon commissioning (scheduled between late 2014 and 2018). Full compliance with all MES, including the new plant SO2 limit, is expected by 2024, or by the end of 2026 at the latest, following the FGD retrofit of each unit during its first General Overhaul outage (scheduled for 6 years after commissioning).
• Air quality monitoring at the Marapong station between 2010 and 2012 showed compliance with ambient SO2 and NO2 standards, but non-compliance with ambient PM10 and PM2.5 standards. While SO2 exceedances were low (6 in 2011 and 3 in 2012), the allowed annual frequency for PM10 and PM2.5 limit values was significantly exceeded each year, with local waste and domestic fuel burning cited as probable main sources.
• Eskom states that PM2.5 emissions from Medupi Power Station contribute only a very small amount to total ambient particulate levels and that further reductions would not meaningfully improve ambient PM levels, as the station already complies with the new plant PM limit.
