This document is an Atmospheric Emission Licence (AEL) issued on 23 June 2015 by the Gert Sibande District Municipality to Eskom Holdings SOC Limited for the Majuba Power Station. • The facility utilizes two main stacks (Stack 1 and Stack 2), each with a height of 250 meters. These stacks serve boiler units 1-6 and operate continuously 24 hours a day.
• Air pollution is controlled using pulse jet fabric filter plants for all boiler units (1-6), with a design minimum control efficiency of 95% and a minimum utilization of 100%.
• The licence identifies several sources of fugitive dust and volatile organic compounds (VOCs), including the coal stockpile, ash dumps, fuel oil tanks, conveyor belts, and unpaved roads. For most of these area and line sources, specific parameters were required to be provided within six months of the licence issue date.
• The licence holder is required to submit an Atmospheric Emission Management Plan within 12 months of the signature date. This plan must detail measures to achieve emission standards and manage point-source and fugitive emissions.
• Eskom Majuba is required to implement an offset programme by 31 March 2016 to reduce PM pollution in the ambient receiving environment, with a definite implementation plan expected within six months of the licence issue.
