- Eskom does not intend to upgrade Kendal Power Station to meet 'new plant' emission limits for PM and SO2. Instead, Eskom proposes a phased approach to compliance, as it believes full compliance by 2015 and 2020 is not "practically feasible or beneficial for South Africa".
- Ambient air quality monitoring at the Kendal station shows non-compliance with SO2 standards, with the 24-hour limit value exceeded in 2011 and 2012, and the 1-hour limit value exceeded in 2012. High SO2 levels are attributed to the station's location immediately downwind of the power station.
- There is non-compliance with ambient PM10 standards at the Kendal monitoring station, though Eskom suggests this likely reflects regional Highveld PM levels rather than the specific influence of the Kendal Power Station.
- PM2.5 concentrations are not monitored at the Kendal station, and there is insufficient data on particle size distribution to model PM2.5 impacts. Eskom asserts that PM2.5 emissions from the station make a "very small contribution" to total ambient particulate levels and that further reductions would not meaningfully improve ambient PM levels.
- Between May 2013 and June 2014, Kendal Power Station received several air quality complaints. These included complaints from BHP Billiton Energy Coal South Africa (Thembani and Mashamba) regarding exceedances and coal stock yards, as well as complaints from local farmers and community members regarding high stack emissions.
