The Department of Environmental Affairs of South Africa has granted an integrated environmental authorisation to Kuyasa Mining (Pty) Ltd on behalf of KiPower (Pty) Ltd for the construction of a 600MW coal-fired independent power plant and associated infrastructure near Delmas in the Mpumalanga Province.

• The Department of Environmental Affairs authorised the construction of a 600MW coal-fired power plant consisting of four 150MW circulating fluidised bed (CFB) units. The plant will be located approximately 20km from Delmas and will utilize coal from the nearby Delmas Coal mine.
• The project includes an Ash Disposal Facility (ADF) with a footprint of approximately 1,768,588 square metres. The ADF will feature a single composite Class 3 landfill liner and involves the rehabilitation of Ikhwezi Colliery’s old coal opencast Pit H to prevent seepage into the Wilge River.
• The power plant will employ either air cooled condensers or dry cooling towers. The footprint for the air cooled option is approximately 339,899 square metres, while the dry cooling towers option is approximately 350,533 square metres.
• To offset the loss of 48.85 hectares of moderately to seriously modified wetlands, the project will implement six wetland rehabilitation projects within the Wilge River catchment on land owned by Kuyasa Mining. This is expected to result in a net gain of 14.14 hectares of wetland Hectare Equivalents.
• The project is expected to create approximately 3,000 employment opportunities during the construction phase and 160 permanent positions during the operational phase. Additionally, Kuyasa intends to establish a mathematics and science school in Delmas for up to 200 learners.
• The authorisation is subject to several mandatory conditions, including the appointment of an independent Environmental Control Officer (ECO) and a Waste Management Control Officer (WMCO). The holder must also obtain a Water Use Licence from the Department of Water and Sanitation and an Atmospheric Emission Licence prior to commencement.
• Construction of the power plant may not begin until environmental authorisation has also been obtained for the transmission lines required to connect the station to the national grid.
• The facility must implement a rigorous monitoring programme, including quarterly groundwater quality monitoring via seven drilled boreholes and surface water monitoring. Internal audits must be conducted quarterly, and independent external audits of waste management facilities must occur biannually.
