This document is a renewed Atmospheric Emission Licence (AEL) issued by the Nkangala District Municipality to Eskom Holdings SOC Limited for the Duvha Power Station. • The licence establishes a phased reduction for emission limits. For both Stack 1 and Stack 2, the maximum release rate for PM is 100 mg/Nm3 immediately, reducing to 50 mg/Nm3 by 1 April 2020. SO2 limits are 3,500 mg/Nm3 immediately, reducing to 2,300 mg/Nm3 by 1 April 2020 and further to 500 mg/Nm3 by 1 April 2025. NOx limits are 1,100 mg/Nm3 immediately, reducing to 750 mg/Nm3 by 1 April 2025.
• Eskom is required to implement a time-bound Atmospheric Emission Off-Set Plan to reduce PM pollution in the ambient environment, which must be approved by the Licensing Authority annually.
• Operational requirements include continuous monitoring of PM, SO2, and NOx for both stacks, with reporting submitted monthly. Additionally, the holder must maintain a complaints register and submit an annual report including pollutant emission trends and greenhouse gas emissions.
