This briefing, dated 31 March 2017, provides a quarterly update from Eskom to the Department of Environmental Affairs regarding the implementation of commitments made for the postponement of Minimum Emission Standards (MES) and the progress of its air quality offsets programme.

• Eskom reports that its power stations generally adhere to the emission limits set in the Minimum Emission Standards (MES) postponement decisions during normal operations. However, Matimba Power Station received a Notice of Intention to Issue a Compliance Notice in December 2016 due to SO2 emission limit exceedances, which Eskom attributes to the sulphur content of the coal.
• Progress on emission abatement retrofits includes the ongoing retrofit of Grootvlei Unit 2, which began in November 2016. The Tutuka fabric filter plant (FFP) retrofit start date has been delayed from the 18/19 financial year to the 19/20 financial year because of a delayed approval of the PPPFA Exemption application from National Treasury. A PFMA application for the Kriel FFP retrofit was submitted on 14 March 2017.
• Eskom has modified its air quality offsets programme to focus on switching households from coal to electricity rather than coal to LPG. Consequently, a tender to develop a business case for providing LPG to KwaZamokuhle and Ezamokuhle was cancelled. Eskom is currently arranging contracts for project rollouts in KwaZamokuhle and Ezamokuhle.
