PROPOSED DETERMINATIONS FOR NEW GENERATION CAPACITY

The Centre for Environmental Rights, writing on behalf of the Life After Coal Campaign, sent a letter to the Minister of Mineral Resources and Energy on 30 March 2020 seeking urgent clarity on draft determinations for new generation capacity. The letter questions the public participation process regarding these determinations and the specific status of coal-fired power projects Thabametsi and Khanyisa within the proposed 1500 MW coal allocation.

• The Centre for Environmental Rights requested clarification on whether the Minister of Mineral Resources and Energy has conducted or intends to conduct a public participation process regarding draft determinations signed on 18 February 2020. The organization argues that issuing a determination under section 34 of the Electricity Regulation Act, 2006 constitutes administrative action that materially affects the public.
• The draft determinations include two separate allocations: one for 2000 MW of new generation capacity from sources such as co-generation, biomass, landfill, and distributed generation; and another for 6800 MW of renewable energy, 513 MW from storage, 3000 MW from gas, and 1500 MW from coal.
• There is ambiguity regarding whether the 1500 MW coal capacity allocated for 2023 to 2027 in the Integrated Resource Plan for Electricity 2019–2030 includes the approximately 900 MW already awarded to the 'preferred bidder' coal independent power producers (IPPs), Thabametsi and Khanyisa. If these are included, the remaining available coal capacity would be 600 MW.
