NKANGALA IMPLEMENTATION TASK TEAM (ITT) MEETING ON 13 NOVEMBER 2014

The Centre for Environmental Rights (CER) sent a letter to the chairperson of the Nkangala District Municipality (NDM) Implementation Task Team (ITT) on 29 October 2014. The letter outlines specific requests for the 13 November 2014 meeting and future ITT meetings to ensure the proper implementation of the Air Quality Management Plan (AQMP) for the Highveld Priority Area (HPA).

• The CER requests a standardized administrative process for ITT meetings, including the circulation of draft agendas 30 days in advance and final agendas, presentations, and amended minutes at least 7 days before meetings.
• The CER proposes that every ITT meeting agenda include standing items for the air quality officer to report on HPA AQMP progress in the NDM, including compliance inspections, enforcement actions, staff vacancies, air quality data for the previous 6 months, and the status of Atmospheric Emission Licences (AELs) and environmental authorisations.
• For the 13 November 2014 meeting, the CER specifically requested that four industries present on their AEL compliance and progress against their industry intervention plans: Columbus Steel, Highveld Steel & Vanadium, Samancor Middelburg, and Middelburg Ferrochrome.
• The CER highlights specific historical non-compliances for Highveld Steel & Vanadium and Samancor Middelburg based on National Environmental Compliance & Enforcement Reports (NECER). Highveld Steel & Vanadium's issues include air emission exceedances, lack of monitoring, unauthorized processes, and iron plant breakdowns. Samancor Middelburg's issues include non-compliance with APPA permits and fugitive emissions from stockpiles.
