A decision letter from the South African Department of Environmental Affairs to the Sedibeng District Municipality regarding the application by ArcelorMittal South Africa Limited (Vanderbijlpark Steel Works) for alternative emission limits or postponed compliance time-frames under the National Environmental Management: Air Quality Act 39 of 2004.

• The Department of Environmental Affairs granted several postponements of compliance with minimum emission standards for new plants at the ArcelorMittal South Africa Limited (Vanderbijlpark Steel Works) facility for the period from 1 April 2020 to 31 March 2025. These include specific limits for Coke Oven Batteries 6, 7, 8, and 9, as well as Direct Reduction iron making Kilns 3, 4, 5, and 6. For Coke Oven Gas Installations, a postponement was granted requiring sulphur-containing compounds to be recovered from Hydrogen Sulphide with a recovery efficiency of at least 90%.
• The application for postponement regarding SO2 emissions for Direct Reduction iron making Kiln 2 was declined because isokinetic monitoring demonstrated that the facility was already in compliance with the new plant minimum emission standards for SO2.
• ArcelorMittal South Africa Limited (Vanderbijlpark Steel Works) is mandated to submit quarterly progress reports on its compliance road map, commitments made during the postponement application, and the implementation of offset projects. The first of these reports was due by 1 July 2020.
• Because the facility is situated within the VTAPA Priority Area, ArcelorMittal South Africa Limited (Vanderbijlpark Steel Works) must implement an offset programme to reduce SO2 pollution in the ambient or receiving environment, with a definite implementation plan due by 1 July 2020.
