A statement from the South African Department of Environmental Affairs to the Amajuba District Municipality regarding the application by ArcelorMittal South Africa Limited (Newcastle Steel Works) for alternative limits or postponed compliance with the National Environmental Management: Air Quality Act 39 of 2004 minimum emission standards.

• The National Air Quality Officer granted a postponement of compliance with minimum emission standards for new plants for ArcelorMittal South Africa Limited (Newcastle Steel Works) from 1 April 2020 to 31 March 2025 for several categories: Coke Oven (Subcategory 3.1a) regarding recovery efficiency of sulphur-containing compounds and hydrogen sulphide (not less than 90%), Coke Battery PM (Subcategory 3.1) with a limit of 90mg/Nm3, and Sinter Plant PM (Subcategory 4.5) with a limit of 80mg/Nm3.
• The application for an alternative limit for the Coke Battery (Subcategory 3.2) was declined. The facility must perform emission measurements and reports quarterly until 31 March 2022, after which limits will be determined.
• The facility is mandated to submit quarterly progress reports on its compliance roadmap, commitments made for the postponement application, and the implementation of offset projects. The first report was due by 1 July 2020.
• The decisions regarding emission standards must be incorporated into the facility's Atmospheric Emission License to be legally effective.
