This Record of Recommendation (RoR), dated 25 January 2017, provides the assessment by the South African Department of Water and Sanitation regarding an Integrated Water Use Licence Application (IWULA) for a 600 MW coal-fired power plant proposed by KiPower (Pty) Ltd near Delmas, Mpumalanga.

• The Department of Water and Sanitation recommended the issuance of the Integrated Water Use Licence (IWULA) for the KiPower (Pty) Ltd: Delmas 600 MW Coal-Fired Power Plant, stating that the application "meets the minimtim requirements for the application to be issued".
• The proposed project consists of a 600 MW power plant featuring four 150MW Circulating Fluidised Bed Boiler (CFB) units, two dry cooling tower systems, and an Ash Disposal Facility (ADF) designed for a 30-year lifespan.
• The project is designed to use low-grade coal from Delmas Coal, which is typically unsuitable for Eskom power stations unless blended. The use of CFB boiler technology allows for the burning of this low-grade coal while meeting Department of Environmental Affairs (DEA) emission standards.
• The total average water demand for the power plant is estimated at 400,000 m³ per annum (approximately 1,096 m³/day). The project will include a potable water treatment system with a design capacity of 20 m³/day and a sewage treatment works for 170 people with an average flow rate of 24 m³/day.
• To offset the unavoidable loss of wetlands caused by the power plant, conveyor crossings, and the ADF, six wetland rehabilitation projects have been identified for implementation within the Wilge River catchment on land owned by Kuyasa Mining.
• The project is expected to create 185 jobs during the operational phase of the power station.
