DOCUMENTATION FOR MITIGATION PATHWAYS AND ADDITIONAL CLIMATE MITIGATION AND ADAPTATION DOCUMENTS/PROJECTS

The Centre for Environmental Rights (CER) has written to the South African Department of Environmental Affairs to express concern over the lack of transparency and coordination regarding several climate change policy documents. The CER highlights a proliferation of reports and drafts—including the 'Pathways documents' and the 'National Climate Change Adaptation Strategy'—without a clear overall strategy or alignment between government departments. The CER specifically argues that climate mitigation modelling must reflect current research showing that new coal-fired power capacity is unnecessary and financially uncompetitive compared to renewables, urging the abandonment of remaining Kusile units and the exclusion of new coal plants from future scenarios.

• The CER identifies a lack of clarity regarding how the 'Pathways documents'—comprising an overview of the approach, the Draft Alternative Emissions Pathways report, and the Greenhouse Gas Emissions Pathways Inception report—align with South Africa's existing and proposed climate change legislation and policy.
• The CER notes a high volume of separate climate-related documents produced by various consultants for the Department of Environmental Affairs, including the May 2017 'Proposed content for a climate change response legal framework', the July 2017 'development of South Africa’s post-2020 climate change mitigation system', the August 2017 'Briefing document on the climate change mitigation policies and measures (PAMS) approach and methodology', and the October 2017 draft 'National Climate Change Adaptation Strategy'.
• The CER argues that the South African government requires a transparent and aligned system where all departments, including National Treasury and the Department of Energy, work together to meet international and constitutional obligations.
• The CER criticizes the Department of Environmental Affairs for refusing to share pollution prevention plans for Sasol, Eskom, and ArcelorMittal on the grounds of confidentiality, stating this undermines the transparency of the GHG mitigation system.
• Citing a study by Meridian Economics and the Council for Scientific and Industrial Research (CSIR), the CER asserts that abandoning the final two units of the Kusile coal-fired power station would save approximately R4,747 million, and decommissioning Grootvlei, Hendrina, and Komati stations while avoiding Kusile units 5 and 6 could save between R15 billion and R17 billion.
• The CER claims that new coal and nuclear plants are no longer competitive and that demand can be met at the lowest cost through new solar PV and wind, meaning no new coal capacity is required, including the Thabametsi and Khanyisa projects.
• The CER demands that the 'Pathways' modelling, specifically 'Pathway 2: Rapid decarbonisation in a manufacturing and local beneficiation economy', include scenarios where no new coal-fired power capacity is built and the remaining Kusile units are abandoned.
