Minutes from a meeting of the SABS SC 146A Source Emissions committee held on 10 March 2009 in Pretoria. While there was general acceptance of incineration as "thermal oxidation", a proposal by Sasol to split incineration into four categories—hazardous waste, general/municipal waste, non-chlorinated industrial, and sludge incineration—was not accepted by the SC. NGOs preferred incineration to remain a single category. Due to this lack of agreement, the matter was elevated to the Technical Committee (TC).
• The committee struggled to reach consensus on particulate matter (PM) limits for incineration. While there was acceptance that new plants should meet a standard of <25mg/Nm3, a proposed limit of 25 mg/Nm3 for both new and existing plants was not accepted by all. Some parties suggested a limit of 100mg/Nm3 for existing plants, noting that NGOs had previously agreed that 80 - 100 mg/Nm3 would be acceptable for such plants.
• Regarding hazardous air pollutants, the committee agreed to adopt an existing list as a guideline because analytical procedures would detect hazardous compounds. However, disputes remain regarding the inclusion of ammonia due to its atmospheric reactivity and conversion to particulate matter (PM), as well as the necessity of including bromine (Br) given the lack of Br producing facilities.
• The committee failed to reach an agreement on compliance monitoring based on Continuous Emission Monitoring (CEM). Disputed areas include the averaging period—with proposals ranging from instantaneous to annual average values—and the specific threshold for choosing between CEM and periodic measurement, although they agreed a gas emission rate measure should be the criterion.
