Minutes from a December 5, 2007, meeting between the Department of Environmental Affairs and Tourism (DEAT) and the Chemical Industries Association (CAIA) regarding the 'Listed Activities and Minimum Emission Standards' project.

• The Chemical Industries Association (CAIA) expressed several concerns regarding the proposed s21 regulation, including the need for a regulatory impact assessment based on a Treasury template and the requirement that the current Working Document only serve as a basis for a project driven by STANSA. CAIA warned it would protest to the Minister if the s21 draft notice were published for comment outside of this process.
• CAIA provided specific technical feedback on the proposed regulations, suggesting that the measurements subsection include qualification or accreditation requirements for personnel and that only emission standards for criteria pollutants be included. Regarding dioxins and furans, CAIA believes standards are required but should be delayed until a separate DEAT project completes its investigation.
• The meeting established a timeline for the project's progression, including CAIA submitting written comments by 14 December 2007, the project team sending a Final Draft to the PSC on 7 January 2008, and a PSC meeting scheduled for 14 January 2008 to determine the way forward.
