REQUEST FOR COPIES OF THE LATEST: EMISSION REDUCTION PLANS, COMPLIANCE ROADMAPS, AND DECOMMISSIONING SCHEDULE AND PLANS FOR ALL 15 OF ESKOM’S COAL FIRED POWER STATIONS

The Centre for Environmental Rights (CER), acting on behalf of several environmental organizations, issued a formal request to Eskom on 25 April 2016 for emission reduction plans, compliance roadmaps, and decommissioning schedules for all 15 of its coal-fired power stations. The CER asserts that existing compliance roadmaps provided by the National Air Quality Officer (NAQO) are insufficient to ensure Eskom meets the emission standards set in its atmospheric emission licences (AELs) and the minimum emission standards (MES).

• The CER claims that compliance roadmaps previously provided by the National Air Quality Officer (NAQO) are inadequate and will not lead to the required emission standard compliance, suggesting they were created primarily to support postponement applications.
• To comply with AELs, Eskom is required to retrofit flue gas desulphurisation (FGD) at eight specific coal-fired power stations: Arnot, Duvha, Hendrina, Kendal, Komati, Kriel, Matimba, and Matla, in addition to the Medupi and Kusile stations.
• The CER identifies specific discrepancies in decommissioning timelines, noting that for several stations—including Kendal, Lethabo, Majuba, Matimba, Matla, Medupi, and Tutuka—the AELs and postponement decision letters do not provide decommissioning dates, forcing reliance on earlier postponement applications or the 2013 Integrated Energy Plan (IEP).
• The CER is seeking information on the internal decision-making mechanisms and timelines of Eskom's board regarding the funding of capital expenditure (capex), maintenance for emission compliance, and environmental impact assessments (EIAs) for decommissioning.
