CDKN Invitation to Tender Q&A

This document is a Question and Answer (Q&A) briefing issued by the Climate and Development Knowledge Network (CDKN) to clarify the terms of an Invitation to Tender (ITT) for project AAGL-0030a. It provides detailed guidance for potential bidders regarding the role of the 'Global Learning Partner', budget allocations for local partners, expectations for conference participation at the Resilient Cities Congress, and the internal review process for publications.

• CDKN has earmarked a non-flexible lump sum of £150,000 to support local partners. This fund covers staff fees for engaging in the learning programme and local logistics such as venue and hosting for workshops, but it specifically excludes international conference travel.
• The budget for the Global Learning Partner's direct inputs is suggested at up to £200,000, with an additional £25,000 travel contingency fund. The travel fund is a maximum ceiling and will be administered on a draw-down basis upon justification of need.
• The project involves participation in the Resilient Cities Congress in 2013 and 2014. For 2013, the budget should account for 10 participants attending the Congress (with a 900 euro entry fee) and 15 additional participants attending only the CDKN partners' workshop. For 2014, the budget should assume 10 participants at 900 euros per person.
• CDKN's internal quality assurance review for publications is expected to be more extensive than usual because the work focuses on its own projects. The indicative process consists of three stages: a 10-day review by the Director of Policy and Programmes and Global Public Affairs Coordinator with technical staff, a second 10-day review by the Coordinator and one technical staff member, and a final 3-day sign-off of the design proof.
• The Global Learning Partner is not required to be based in London or co-located in the CDKN office; communication with the Project Manager in London is expected to occur via Skype. The only requirement is availability for up to one hour during London business hours (08:00-17:00 UK time).
• CDKN's maximum supplier day rate is £1,000, though this is only for exceptional circumstances; typical maximum levels are between £650 and £850.
