Community-based Measurement, Reporting and Verification System for REDD+

This policy brief discusses the integration of community-based participatory carbon measurement and monitoring with satellite remote sensing and GIS within Measurement, Reporting and Verification (MRV) systems for REDD+ and agroforestry carbon sequestration activities, focusing on Lao PDR, Thailand, and Vietnam.

• Lao PDR, Thailand, and Vietnam are parties to the UNFCCC and have ratified the Kyoto Protocol, with all three countries currently engaged in REDD+ activities through partnerships with the World Bank Forest Carbon Partnership Facility (FCPF), the Climate Investment Fund’s Forest Investment Programme, or the UN-REDD Programme.
• The three countries identify the need for robust measurement, reporting, verification, or evaluation systems that incorporate monitoring, while also prioritizing capacity-building and REDD+ safeguards.
