Review of Housing Vulnerability: Implications for Climate Resilient Houses

This policy brief examines housing vulnerability to typhoons in Da Nang, Vietnam, highlighting how poor construction techniques and structural weaknesses in semi-permanent housing increase risk. It advocates for investigating the costs and benefits of alternative, resilient housing designs to reduce future risks as climate change intensifies storm events.

• In Da Nang, typhoons are the most dangerous climate hazard, and housing is one of the most vulnerable sectors. Damage is attributed to both climate hazards and the use of poor construction techniques and inappropriate housing solutions.
• Semi-permanent housing, which represents a high percentage of the housing stock, possesses technical structural weaknesses that make it susceptible to destruction by typhoons. Roof damage is the most common occurrence in these homes, which subsequently leads to damage of windows, doors, and walls; however, these structures can generally be renovated or reinforced for disaster resistance.
• The 'Sheltering From a Gathering Storm' project, supported by CDKN, focuses on peri-urban areas in Vietnam, India, and Pakistan to identify practical solutions for resilient shelters and evaluate the long-term economic returns of such investments in cities facing extreme heat, flooding, and typhoons.
