Promoting green growth in Colombia - A post-conflict opportunity?

This policy brief by Clingendael examines the opportunities for green growth in Colombia following the peace accord between the government and the FARC guerrilla group, highlighting the need to integrate renewable energy incentives with post-conflict development and strengthen links between local green initiatives and national policy.

• The Colombian government could foster green growth by linking the financial and tax incentives established in the 2014 Law 1715 regarding renewable energy production with development programmes for post-conflict areas. This approach aims to provide stable electricity to these communities and serve as a model for the rest of the country.
• While some parts of Colombia's private sector have already transformed production processes to support green growth, there is a need to replicate these models across the business community, especially since the government expects the private sector to fund 63 percent of national climate commitments.
• Green growth applications are most successful at the local level; therefore, central institutions like the National Environmental System should better integrate local programming into national policy to align territorial peace with environmental peace.
• Two primary strategic challenges remain: aligning Paris Agreement commitments and green growth strategies with the transport sector's high fossil fuel reliance and pollution costs, and balancing energy security with the risks of relying heavily on hydropower given Colombia's vulnerability to climate change.
• Addressing the 'revolving door' phenomenon, where individuals move between the private sector and public office, could reduce state fragmentation and decrease resistance from 'locomotives of growth' by clarifying the distinction between public and private interests in decision-making.
